I have a EDD question! Please help!?

So I just got my first check in the mail & it was $64.00. My week pay is $64. So when i got the check... at the very top was a stub where I am suppose to detach it says "Your claim balance after this payment is $751.00. Unemployment compensation is taxable. A question on the claim form allows you to request federal income tax withholding at 10% of your payable amount. " What does this mean? Because I thought my next check would be $64 unless i'm confused. Thanks! Sorry if this question was complicated.
