Why is my hot water pressure so bad?

I live in a ground floor flat with a Clic RS 330 - 360 Ideal wall hung, balanced flue, gas fired boiler. I have just had a new wash basin and tap installed and the hot water is now almost no-existent, but has always been very bad, council say I should just put up with it. Please help.
