Which places to avoid in Clearwater Florida?

I'm going to Clearwater in December/January. Can anyone tell me which parts to avoid, i.e. not safe, not clean, etc. Also, where do you advise one stays, safe, clean, economical, and ideally relatively close to Memorial Causeway (in Clearwater proper, not CW beach)?
