Will UCs want to see my grades during the application process?

Okay based on my new school's scale, my GPA is a 4.17. It makes me a bit frustrated because on my old school's scale, it was a 4.33. Most of my cles were quite rigorous, I guess you can say. It's my senior year now, and I'm failing IB math :l My school's based on semester grades (final grades are this December), but since applications for the UCs are due in November, will colleges see my F grade? :/ It saddens me; although my school currently sees this as a NC (not counted), will it appear on my transcript even though it's not my final grade? I earned good grades until now, and I feel like it's the end of the world, sadly.
